As I went to renew my North Carolina license this November, I noticed there was no longer the $13 trout license charge so I contacted the North Carolina Wildlife Commission and here is their response.

Thank you for your recent inquiry to North Carolina Wildlife in regards to trout fishing. As of September 1, 2019, you are no longer required to purchase the additional trout privilege to fish for trout. Trout fishing is now part of the Inland fishing license.
